MINIMUM REQUIREMENTS:
A bachelor’s degree from an accredited college or university and five (5) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity; or
A bachelor’s degree from an accredited college or university with a major in one of the computer sciences or management information systems and four (4) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity; or
A master’s degree from an accredited college or university in one of the computer sciences or management information systems and three (3) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity; or
A doctorate from an accredited college or university in one of the computer sciences or management information systems and two (2) years of supervisory experience in data processing (excluding data entry); or
Completion of a 720 classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry) and six (6) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity.
Experience in data processing (excluding data entry) can substitute on a year-for-year basis for the required college.
Requires possession of a valid Class E driver license.

JOB DUTIES:
This position's incumbent serves as the designated information officer for the Division of Consumer Services.
Direct and coordinate development of information systems according to the department's Information Systems Development Methodology (ISDM). Participate as the information officer and a member of the department Information Technology Resources Operational Steering Committee. Manage flow of pertinent information to appropriate managers and staff. Participate in the strategic planning for software development needs for agency and division.
Review information technology needs and make recommendations for major purchases. Review and approve routine purchases and Information Resource Request (IRR) forms.
Review and approve change management requests impacting Test and Production environments.
Manage the development and modification of information management software. Review progress on all such projects on an ongoing basis and provides status assessments to management and constructive feedback to those developing software. Assure that software under development adheres to standards for programming and written documentation. Participate in complex software development projects. Formulate and recommend policies and procedures relating to information management and related expenditures.
Direct and manage staff to develop and support information technology solutions for the Division of Consumer Services. Review performance of subordinate employees, conduct applicant interviews and make recommendations for hiring; recommend and administer disciplinary action as appropriate.
Maintain close liaison with staff responsible for all components of division's information management activity, including network management, web applications, division information database applications (e.g., DOCS), and laboratory information management (including Laboratory Information Management System). Review database and web applications to assure compatibility with department/division's strategic plans and objectives, including the efficient sharing of data with others in division and department, and with the public. Make recommendations for improvements to current applications. Coordinate development of information interfaces between business units in the division of Consumer Services.
Assist in training and staff development as it relates to information technology implementation. Maintain high level of expertise in information technology through training opportunities, literature, monitoring of marketplace, etc. Participate in hardware/software selection and purchasing, development of specifications, preparation of budget issues, etc., as directed.
Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures. Perform other related duties as may be assigned.
Act as Information Security Officer for the division. Work with the Department Information Security Officer on isolated and enterprise security concerns. Ensure application development adheres to department information security standards. Work with division management and technical support team to layer security access on shared network folders. Administer annual audit of network folders, along with network and database users accounts.
