Leidos has a current opening in Austin Information Technology Center (AITC) for a Program Manager supporting Veterans Enterprise Program Management Office (EPMO) initiatives of the Veteran's Administration (VA) Office of Information Technology (OIT). This is an advanced opportunity to use your Program Management acknowledge and skills to support the VA Infrastructure Operations (IO) and IOSS initiatives
A Program Manager must have experience with diverse IT projects both large and small. Must be able to manage a portfolio of projects. Must be well versed in full systems development life cycle, enterprise wide network engineering, strategic information planning, business process reengineering, structure and management practices. Must be able to identify and mitigate risks to the program. Must be able to manage to cost, schedule and performance.
The Program Manager will provide support of the Enterprise Program Management Office (EPMO) providing technical support in system and application management, system and application hardening, application design, system and application integration and technical management. The individual will be responsible for providing technical input to the system application processes to VA application management Leads teams in developing application, network, security, and technical plans. Guide customers in the installation and use of strategic products through education and guidance, first-use and tuning assistance problem solving and critical situation resolution.

The main responsibilities will include the following:
Program Manager responsibilities:
- Work with Subject Matter Experts (SME) to provide technical direction, monitor technical team activities and provide technical guidance in support of the Veterans Affairs OIT Enterprise Program Management Office (EPMO), Enterprise Portfolio Management Division DevOPS (EPMD/DevOPS), Health Product Support (HPS)
- Collaborate with the Project Managers, Architects, Application Team, and customer to write project plans based on requirements.
- Provide advice and guidance to the System Analyst and Release Managers staff in the evaluation, planning, development, implementation, and training for all Enterprise Program Management endeavors.
- Work with SME to setup monitoring and performance metrics to be automatically generated and reported for the Business Intelligence Office and Customer.
- Monitor various established projects against project costs, risks, bottlenecks, milestones, timelines, and customer expectations.
- Work with SME to monitor network and security activities for compliance with VA and (National Institute of Standards and Technology) NIST standards and protocols relative to the defense and intelligence community for the VA's cloud environments.
- Provide direction to Project Manager and support staff in the OIT Enterprise Program Management Office (EPMO) to ensure projects are completed effectively and efficiently.
- Provide direction in assigning security task and related activities.
- Master’s Degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline with 15 years of applicable experience or 10 years additional relevant experience substituted for education.
- U.S. Citizenship and/or Greencard required
- Ability to obtain Public Trust Clearance
- Demonstrable knowledge of industry best practices, advanced techniques and solutions dealing with Datacenter policy and procedures.
- Exceptional communication skills, ability to communicate with leadership, staff and customers.
- Develop and maintain accurate documentation for internal procedures and services.
- Ability to automate and streamline processes
- Maintain operational tools to troubleshoot and resolve issues in development, test and production environments.
- Provisioning application management specific tool sets
- Setup and maintenance of application platforms
- Coordinate with Enterprise Architects and Administrators for integration with application services.
- Knowledge of Veteran Affairs’ Information Technology Systems, Policies, and Processes
- Healthcare experience
- Expertise in Datacenter strategies and technologies for Disaster recovery strategies.
- Experience using Federal Information Security Management Act (FISMA), Web Application Security Assessment (WASA), and/or National Institute of Standards and Technology (NIST) protocols and standards.
- Experience with security and compliance with various industry standards like HIPAA, PHI, etc. Strong understanding of networking, containers, and fault tolerance Experience implementing
- Demonstrable knowledge of industry best practices, advanced techniques and solutions dealing with Datacenter policy and procedures.
- Experience developing and reporting metrics relative to operational performance. Excellent organization and analytical skills, the ability to multitask; can set priorities and follow a timeline.
