The Director, Application Development is responsible for the life cycle planning of business applications through the phases of strategize, architect, select, scan for vulnerabilities, deploy, operate, evolve, and retire. Manages the application group that has specific responsibility for building or configuring, maintaining or enhancing, and eventually decommissioning applications through their life cycle. This position must be able to understand business needs, existing and emerging technologies (enterprise, on premise and cloud applications) as well as the management of risk to support the business in a cost effective and scalable manner both currently and in the future. This Director will also manage both the Salesforce Center of Excellence (SCOE) as well as the Testing Center of Excellence (TCOE). The Director, Application Development is responsible for overseeing both onshore and offshore development and operations resources to enforce best in class testing standards across all of Information Technology.

This role will also have executive oversight (governance, change management, compliance) of all critical platforms and applications within the Company Ecosystem, including; Salesforce, Workday, ServiceNow, Microsoft Dynamics EnAct, First Insight Insurance Platform, L3 Life Platform, SharePoint, iBusinessCaseh, Warehouse Line of Credit (WEBLOC), MaxSafe, iRelease, iCaseManagement, AMB, HEAT, JIRA, Github, Team Foundation Server, multiple Loan Origination Systems (LOS), HRIS Applications and the PPP Platform. Additionally, this role is responsible for the interfacing between ancillary applications primarily within the finance organization and across the enterprise.

Must be a STRONG leader focused on the delivery of best in class service for the customer and driven to improve user satisfaction and quality continuously.

Area of Responsibility:

Provide leadership, vision and direction to the applications organization to ensure it will contribute to the company achieving its goals.
Develop productive relationships with business leaders across the organization to influence how applications can enable new sources of value.
Define and enhance methodologies and practices for the application life cycle management in line with best practice and regulatory expectations.
Must be adept at working with banking regulators and corporate auditors, providing detailed proof-points to satisfy continuing and ever-growing examination requirements.
Ensure that applications processes (including those of external service providers) are conducted in line with corporate social responsibility, environmental and technical policies and applicable security standards and legislation.
Working with the chief information security officer (CISO) to ensure that the organization's applications are effectively secured and that risks are mitigated.
Must understand and apply ever changing standards to enforce secure-coding practices.
Manage application group personnel, developing their skills and capabilities to meet the needs of the organization, as well as building on existing recruiting capabilities to address new needs and skills gaps.
Implement and manage application life cycle management status reporting, metrics and benchmarks.
Manage relationships with major vendors and service providers to ensure they cost-effectively meet the needs of the organization.
Working with stakeholders to accomplish this application work in a way that improves the business and technical fitness of the application portfolio and minimizes its ongoing support costs.
Overseeing the assessment of the technical and business fitness of the application portfolio and their associated costs and risks.
Overseeing the application organization's successful delivery of business outcomes in partnership with business colleagues.
Qualifications - External

15 years minimum leading a Banking or Financial Services technology organization coupled with risk management expertise and extensive regulatory examination and internal audit experience required.
10 years’ experience in managing staff augmentation and contract resources both onshore and offshore, with the willingness for international onsite visits to manage and develop these resources.
10 years’ experience application development experience with the ability to solve for current and future business needs while assessing new and emerging technological developments.
Financial accounting and reporting practices applicable to applications, costs and risks.
Oversight of IT contracts and their likely cost implications.
Engagement with procurement and legal contract advisors for additional information.
Enterprise IT applications, operations, service and support organizations.
Development and implementation of processes and policies.
Lean IT, agile development, and DevOps principles and frameworks.
Transitioning an organization from traditional practices to agile development methodologies.
Software design/development, mobile applications, application architecture, project management, software as a service (SaaS), software integration, automated software testing, data management/governance, business intelligence, security and/or business process analysis.
Managing offshore 24x7 resources.
Cloud hosting – transitioning applications.
All facets of Release Management.
Works well in a fast growing environment with the ability to deliver on time. Exhibits strong ability to handle multiple demands with a sense of urgency, drive, and energy. Flexibility and adaptability to changing needs and demands dictated by business and IT requirements.
Proven record of accomplishment in project and change management.
